Scrum Master – Commercial Back-Office System (CBO) Development

The company is designing and developing a Commercial Back-Office System (CBO) dedicated to managing subscriber accounts (predominantly pre-paid) and processing incoming chargeable events. Initially, the CBO will handle 4 million subscriber accounts and at least 750,000 daily chargeable events. We are seeking a highly experienced and passionate Scrum Master to lead the CBO software development, ensuring alignment with client needs and the Philippines toll market demand.

Primary Objectives

Keep the CBO software development team organized and progressing according to the agreed timeline and priority.

Oversee and coordinate planning and execution of the CBO subproject, part of a larger turn-key Scheme solution. This includes :

Front-end and back-end software development

CBO code review and unit testing

Internal and external CBO interfaces integration

Deployment on AWS platform

CBO acceptance testing stages

Legacy system data migration

CBO shadow run strategy and implementation

CBO go-live process, including switching over legacy external interfaces

Post-go-live monitoring, including SL & KPI tracking, adjustments, and enhancements

Ensure CBO capabilities comply with PCI-DSS, cybersecurity standards, and national financial regulations.

Develop and maintain comprehensive CBO implementation plans and schedules.

Assist the Scheme Project Manager in identifying and addressing internal and external issues impacting CBO design, development, testing, deployment, and acceptance.

Agile Team Management

Plan CBO software development activities, timetable, deliverables, and resources.

Manage the CBO development team, defining roles, responsibilities, velocity, and quality performance objectives.

Provide coaching and training to enhance team performance.

Educate the team on Scrum and Agile principles, guiding them to become high-performing and self-organizing.

Organize and lead Scrum ceremonies : sprint planning, daily scrums, sprint reviews, and retrospectives.

Track CBO implementation progress against schedule and monitor quality indicators.

Oversee code reviews, unit testing, and support acceptance testing preparation.

Collaboration with Product Owner / Manager

Collaborate with the CBO Product Owner / Manager to analyze design, provide technical specifications, and satisfy Scheme requirements.

Align sprint deliverables with overall client demonstration and sign-off.

Track and document delivery of client requirements within the Scheme project schedule.

Minimum Qualifications, Skillset, and Experience

Certified Scrum Master (CSM) and / or Professional Scrum Master (PSM)

At least 5 years of experience managing, mentoring, and leading Agile software engineering teams

Experience attracting, hiring, and retaining talented software developers

Hands-on knowledge of developing event-driven, microservices-based systems, including customer communication channels (web portals, social media)

Experience building cloud systems, preferably on AWS

Previous experience as an Agile software developer and managing at least 2 large-scale CBO-like products

Organized, detail-oriented, and highly proactive

This role is ideal for a candidate with a strong technical background, proven leadership in Agile environments, and experience delivering complex, user-centric, large-scale back-office systems.
