Senior Village Manager / Department Manager – Pre-HOA
Job Summary :
The Senior Village Manager will oversee the establishment and management of pre-Homeowners Associations (HOA) for large-scale residential communities. This role ensures compliance with legal requirements, formulates HOA bylaws and governance structures, and implements operational procedures to transition communities into fully functioning HOAs. The ideal candidate will have extensive experience in property management and HOA administration for mid-level markets nationwide.
Key Responsibilities :
HOA Formation & Compliance :
Develop and implement official HOA requirements in accordance with national and local regulations.
Prepare and file necessary documentation for HOA registration and legal compliance.
Governance & Policy Development :
Draft HOA bylaws and guidelines aligned with best practices and statutory requirements.
Establish governance structures, including board member roles, voting procedures, and meeting protocols.
Operational Procedures :
Create and standardize operational procedures for HOA management, including financial controls, maintenance schedules, and community engagement.
Oversee transition from developer-controlled HOA to homeowner-controlled governance.
Community Management :
Manage pre-HOA operations for communities with at least 500 units.
Ensure high-quality service delivery and resident satisfaction during pre-HOA phase.
Stakeholder Coordination : Liaise with developers, legal teams, and future homeowners to ensure smooth HOA setup.
Conduct orientation sessions for homeowners on HOA roles and responsibilities.
Qualifications & Requirements :
Education : Bachelor’s degree in Business Administration, Real Estate Management, or related field (Master’s preferred).
Experience :
Minimum 10 years in property management, HOA administration, or community governance.
Proven track record managing large-scale residential communities (500+ units).
Skills :
Strong knowledge of HOA laws, bylaws drafting, and compliance requirements.
Excellent leadership, negotiation, and communication skills.
Financial management and budgeting expertise.
Preferred Market : Experience in mid-level residential markets, preferably with nationwide exposure.
Additional Competencies :
Ability to establish and enforce community standards.
Familiarity with conflict resolution and homeowner engagement strategies.
Proficiency in property management software and HOA platforms.
