Background
UNDP Philippines seeks to strengthen its assistance to the government and key stakeholders as they aim to harness digitalisation to improve public services and support inclusive socioeconomic development. The Pintig Lab, established in 2020, is the UNDP in‑house analytics unit that collaborates across disciplines to promote data‑driven policymaking, build partner capacity, and strengthen the SDG data ecosystem.
Role Purpose
The Enterprise Architect will provide expert advice to internal and external partners in designing digital solutions for socioeconomic development. Responsibilities include determining business needs, defining digitalisation goals, specifying requirements, and performing quality assurance on deliverables from UNDP firms and contractors.
Responsibilities
Lead the process of determining business needs to understand partner objectives and identify digital solutions opportunities.Design and co‑lead consultations, discovery workshops, and other meetings to assess needs, define digitalisation objectives, and map requirements.Assess partner readiness for digitalisation, including openness to reform manual processes and technical capacity.Co‑develop Digital Solutions Roadmaps with current‑state assessment, benefits and risks, and capacity‑building needs.Translate digitalisation goals into requirement specifications and contracting strategy.Conduct market research on available technologies, focusing on digital public goods for specific projects.Craft technical specifications, TOR, and other documents for procurement and evaluation panels.Provide quality assurance on contractor outputs, review technical aspects, support UAT, and guide improvements.Assist in smooth handover of digital solutions and capacity‑building activities.Support UNDP’s digital services offer, collaborate on SDG data ecosystem efforts, and provide strategic advice.Perform additional duties as required for efficient functioning of the Office and Organisation.Core Competencies

Advanced university degree (master’s) in information management, statistics, computer science, IT, sustainable development, economics, data science, social sciences, or related fields; ORFirst‑level university degree (bachelor’s) with an additional nine (9) years of qualifying experience.Experience
Minimum seven (7) years (with master’s) or nine (9) years (with bachelor’s) of progressively responsible experience in enterprise and solutions architecture, digital projects management, software product development, or senior ICT roles.Required Skills
Experience in private sector, government, and international development organizations.Knowledge of TOGAF or similar framework for solutions and enterprise architecture.Experience with Agile Project Management and Project Management Body of Knowledge.Desired Skills
Experience in UN or international development organisations at national or international level.Human‑centred design, service design, system design, and design‑thinking processes.Exposure to Digital Public Goods and open‑source software.Knowledge of data privacy, digital rights, and inclusion of marginalised groups.Required Languages
Fluency in spoken and written English and Filipino.Professional Certificates
