The Government Liaison is responsible for managing and strengthening relationships with Local Government Units (LGUs) and relevant government agencies to support the timely development and operation of tower sites. The role facilitates permitting, approvals, and regulatory coordination, while positioning the Company as a responsible and compliant infrastructure partner within local communities.
This role plays a critical part in enabling smooth site rollout and ongoing operations by proactively addressing regulatory, administrative, and stakeholder-related requirements at the local government level.
The role focuses on the Metro Manila area but could be expended to other areas if and when the need arises.
Key Accountabilities
LGU & Government Relations
- Serve as the primary point of contact with LGUs and relevant government agencies on site-related matters.
- Build and maintain effective working relationships with mayors' offices, barangays, engineering offices, zoning offices, and other local authorities.
- Represent the Company in meetings, consultations, and discussions with government stakeholders.
- Develop long term and strategic relationships with relevant governmental organizations.
Permitting & Approvals
Facilitate the application, follow-up, and issuance of permits, clearances, and approvals required for site build and operations.Proactively resolve issues that may delay impact the companies operations.Regulatory Coordination & Compliance
Support compliance with national and local regulations applicable to tower construction and operations.Coordinate with internal teams (Engineering, Site Roll-out, Operations, and Legal / Regulatory) to ensure alignment on regulatory requirements.Assist in addressing regulatory queries, notices, or concerns raised by LGUs or government agencies.Stakeholder & Community Engagement
Support community engagement efforts to address LGU or barangay concerns related to site development.Help position the Company as a responsible infrastructure partner through proactive engagement and clear communication.Assist in managing escalations related to local opposition, complaints, or site-related concerns.Reporting & Documentation
Provide regular updates and reports on LGU engagement status, risks, and issues.Support internal audits and regulatory reviews as required.Qualifications
Bachelor's degree in Public Administration, Political Science, Communications, Business, or a related field.Experience
Minimum 10 15 years of experience in government relations, permitting, or regulatory liaison work, preferably in telecommunications, infrastructure, or construction.Proven experience working with LGUs and local government offices in the Philippines.Familiarity with permitting and approval processes at the municipal, city, and barangay levels and general government processes and departmental functions.Skills & Knowledge
Strong understanding of local government structures, processes, and protocols in the Philippines.Excellent relationship-building, negotiation, and communication skills.Strong coordination and follow-up capability with attention to detail.Ability to manage multiple stakeholders and priorities simultaneously.High level of professionalism, integrity, and discretion.Proficient in MS Office and basic tracking / reporting tools.
