The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities :

  • Strategic outcome 1 : By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2 : By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3 : The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

The Government of the Philippines (GoP) has an established School-based Feeding Programme (SBFP) and has signed on to the School Meals Coalition, being the first country in Asia-Pacific to do so. The SBFP aims to address malnutrition among Filipino children, where they are provided with nutritious meals on school days. The programme is implemented by the Department of Education (DepEd) and Ministry of Basic, Higher and Technical Education (MBHTE) in the Philippines and aims to provide hot, nutritious meals to school children in public elementary schools across the country.

In recent years, there have been efforts and interest by the Government to expand and improve school feeding programmes in the Philippines, including introduction of the Home Grown School Feeding model (HGSF). To support the Government’s vision and commitment to the School Meals Coalition in adopting the HGSF programme in the country, WFP is providing technical assistance through evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners. WFP jointly with the Government is implementing a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes. In partnership with DepEd and Local Government Units (LGUs) in Isabela Province, WFP is preparing to launch the HGSF in pilot elementary schools at the start of School Year 2024-2025. HGSF pilots will run over three-years period, testing this model in the country for its further expansion.

JOB PURPOSE

The incumbent will be responsible for providing technical and administrative support to the implementation of the HGSF Programme in Isabela Province. For this purpose, WFP is seeking to hire a committed, innovative, and dynamic individual to be based in Cauayan City, Isabela Province. The Programme Associate (HGSF Field Coordinator) will work under the direct supervision and guidance of the School Feeding Project Manager in the Country Office in Manila, and technical guidance of the Head of Smallholder Agricultural Market Support (SAMS) on matters related to engagement of local farmers as suppliers of school meals.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the School Feeding Project Manager in the WFP Country Office, the Programme Associate will be responsible for the coordination and capacity strengthening to support government partners and other stakeholders involved in the pilot implementation of HGSF. The field coordinator will be mainly responsible for :

  • Assisting in the conduct of trainings and other capacity building activities (e.g., menu planning, food storage management, and trainings for farmers and cooperatives, etc.);
  • Coordinate the implementation of SAMS activities related to the HGSF pilot in his / her respective site / s in all stages of the project cycle;
  • Provide technical and administrative support to the implementation of HGSF activities in his assigned sites / areas;
  • Provide technical assistance to the procurement entities (e.g. LGUs, Schools Division Office, and / or schools) for contracting cooperatives or local farmers as food suppliers to the pilot sites under HGSF;
  • Operationalizing the supply chain cycle for supplying school meals, closely working with LGUs, cooperatives or other farmer groups and schools in line with planned school menus;
  • Provide technical assistance to cooperatives or farmer groups and individual farmers to promote access to the HGSF value chain, timely production of nutrition-dense crops, and diverse food production to supply school meals;
  • Organize periodic meetings with cooperatives or farmer groups, and schools to ensure timely supply of food commodities to schools;
  • Carry out orientations and trainings to selected cooperatives, famer groups, and individual farmers to increase their capacity to sustainably supply HGSF menus and ensure resource allocation and budgetary commitments to ensure continuity of program activities within the duration of the programme’s pilot period and beyond;
  • Facilitate consultation meetings, round table discussions, and other similar forums and dialogues with DepEd and other National Government Agencies (NGAs) in relation to the adoption and approval of policy priorities for HGSF;
  • Provide technical and administrative support on the timely delivery of policy priorities on the institutionalisation of HGSF and GoP commitments made under the school meals coalition;
  • Perform other roles and functions as delegated by the immediate supervisor or by the management.
  • ADDITIONALLY, THE FIELD COORDINATOR WILL :

  • Participate in regular coordination meetings with project staff, government partners, school committees, farmers cooperatives / groups, and other stakeholders, and report agreements, outcomes and progress to the School Feeding Project Manager;
  • Support the identification of potential collaboration and partnerships on social safety nets at the municipal, city, or provincial level and provide suggestions in integrating this in the programme’s design / activities as appropriate.
  • Assist and advocate for the integration of social protection, school health and nutrition, socio-economic empowerment of small-holder farmers, and other development activities into the project design and advocate for its inclusion in the annual / periodic planning and budgeting process of local governments (cities, municipalities, and provinces as applicable);
  • Assist in collecting and consolidating data and information for monitoring HGSF activities and for local level planning and implementation processes;
  • Provide support and assistance in activities such as planning and budgeting of annual and quarterly activities to LGUs participating in piloting the HGSF model;
  • Assist the relevant national, regional, provincial and local-level government officials and stakeholders in ensuring timely monitoring of the field activities as well as undertake regular field visits to track progress of implementation of HGSF activities at the field level;
  • Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reports;
  • Ensure a proper database is maintained on HGSF activities and its corresponding indicators to track progress, document lessons learned and identify best practices;
  • Undertake other responsibilities relevant to the implementation of activities as assigned by the immediate supervisor or by the management.
  • ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education :  Higher education (bachelor’s degree). A post-secondary certificate in the related functional area with focus on a relevant discipline : agriculture, health and nutrition, gender studies, development studies, information management, social sciences, law, human rights, international development or other related fields.
  • Experience : Has gained a minimum six (6) years of relevant experience. Preferably with substantial experience in implementing technical programs at field level (i.e. agriculture, health and nutrition, etc.). Has implemented WFP, UN or other internationally funded programmes and provided input into designing operations. Has provided input into policy discussions and decisions.
  • Soft skills : Ability to develop and maintain networks with a variety of stakeholders; Good facilitation skills sufficient to support workshops and group discussions; Conveying professional demeanour towards partners and stakeholders; Flexibility to adapt to changing contexts and needs; Ability to participate in open dialogues and value diverse opinions, regardless of background, culture, experience, or country of assignment; Willingness to explore and experiment with new ideas and approaches in own work; Ability to work independently in a timely and organised manner; Ability to work in a team and multi-task as needed. Must be familiar with MS office and other web and app-based applications.
  • Language :  Fluency in both oral and written communication in English and Filipino; Knowledge of the local language in the area of assignment is a plus.
  • FUNCTIONAL CAPABILITIES :

    Areas of Functional Capabilities Description  School meals programme Demonstrates ability to identify key variables and contextual factors that affect the school meals’ program cycle (e.g. problems on local purchase of commodities and programme implementation to inform quality programme design or re-design). Local farmers engagement and capacity building Demonstrates ability to implement programme activities under minimal guidance, conduct trainings for farmer and cooperatives for supplying school meals programmes. Broad Knowledge of Identified Technical Fields / Areas Understands basic technical concepts and data on education, health and nutrition, social protection and agriculture and identify their relevance to the school meals programme.
