Responsible for ensuring the continuous availability, reliability, and performance of all tower sites in line with customer Service Level Agreements (SLAs). The role provides executive leadership over network operations, maintenance, and field operations, including direct oversight of the Network Operations Center (NOC).
This role ensures prompt and effective resolution of trouble tickets, proactive maintenance of assets, and operational excellence across the site portfolio, while maintaining strict compliance with safety, regulatory, and contractual requirements. The role also has executive accountability for site security and asset protection to safeguard operational continuity and service availability.
Key Accountabilities
Operations & Uptime Management
- Ensure high availability and uptime of all sites in accordance with contractual SLAs and customer commitments.
- Establish and drive operational strategies to minimise outages, service disruptions, and repeat incidents.
- Oversee day-to-day operational performance across the entire site portfolio.
Network Operations Center (NOC) Leadership
Provide overall leadership and governance of the Network Operations Center.Ensure timely monitoring, escalation, and resolution of alarms and trouble tickets.Define and enforce incident management, escalation, and resolution protocols.Drive continuous improvement in Mean Time to Respond (MTTR) and Mean Time to Repair (MTTR).Maintenance & Asset Management
Oversee preventive and corrective maintenance programmes to ensure long-term asset reliability and lifecycle optimisation.Ensure maintenance activities are executed in line with engineering standards, safety requirements, and OEM recommendations.Drive asset performance monitoring and maintenance planning to reduce unplanned outages.Contractor & Field Operations Management
Oversee external maintenance vendors and field service providers.Ensure contractor compliance with safety, quality, and performance standards.Establish performance KPIs and enforce service-level compliance.Safety, Quality & Compliance
Ensure strict adherence to Health, Safety & Environment (HSE) standards across all operations and maintenance activities.Ensure compliance with regulatory, statutory, and governmental requirements applicable to site operations.Lead incident investigations and corrective action implementation.Site Security & Asset Protection
Establish and oversee site security strategies to protect tower assets against theft, vandalism, trespass, and unauthorised access.Ensure implementation and effectiveness of physical security measures, including perimeter fencing, access controls, locks, CCTV, and alarm systems where applicable.Oversee security incident monitoring, reporting, investigation, and corrective actions in coordination with the NOC and field teams.Manage security service providers and ensure compliance with contractual, safety, and performance standards.Collaborate with local authorities, barangays, and LGUs as required to address security risks at site level.Ensure security risks are identified, assessed, and mitigated as part of overall site operations and maintenance planning.Customer & Stakeholder Management
Act as the senior operational interface with customers on O&M-related matters.Support SLA reviews, performance reporting, and operational governance meetings.Collaborate closely with Engineering, Property Management and HSE teams.Reporting, Governance & Continuous Improvement
Establish robust operational reporting, dashboards, and management reviews.Provide regular performance updates to the COO and senior leadership.Drive initiatives to improve operational efficiency, cost optimisation, and service quality.Qualifications
Bachelor's degree in Engineering (Electrical, Electronics, Mechanical, or related discipline).Postgraduate qualification or executive leadership training is an advantage.Experience
Minimum 15 20 years of experience in telecommunications operations, tower operations, or infrastructure management.Proven experience leading large-scale operations and maintenance functions, including NOC management.Strong experience managing SLAs, uptime performance, and large contractor ecosystems.Experience operating within the Philippine telecom and regulatory environment is highly preferred.Skills & Knowledge
