Position Responsibilities

The Delegate for the Philippines represents the Foundation in the country and is responsible for the activities and operations of the delegation. The position reports directly to the General Directorate and the Management Committee, which consists of department directors, to whom the Delegate has functional dependence according to the subject matter.

Key Responsibilities

  • Represent the Foundation legally and institutionally in the Philippines in all dealings with funders, partners, local institutions, and the Philippines office team.
  • Lead, alongside the Delegation team, the technical and administrative management of CODESPA in the Philippines.

i) Technical Implementation : Coordinate and provide technical follow-up for the work of the CODESPA field team and any local partners agreed upon for project collaboration. This includes managing and coordinating all activities throughout the project cycle, from identification and design to monitoring, adding value during implementation, and producing rigorous and appealing reports, baseline design, database creation and management, etc.

ii) Financial Implementation : Responsible for proper financial monitoring of the Delegation’s work and that of any local partners to ensure correct fund justification, budget control, financial planning and reporting, and especially to guarantee the planned execution pace at all times.

iii) Training and Coordination of Local Partners : Strengthen institutional capacity of partners through the design and implementation of management procedures and effective coordination systems.

iv) Administration : Train and supervise the Delegation’s financial and accounting team to ensure compliance with CODESPA procedures and the legal and tax obligations of CODESPA in the country.

  • Manage the Delegation’s human team with support from the Madrid HR Department and the Projects Department if needed.
  • Lead the fundraising / diversification processes for the Delegation, both for the Project portfolio (in coordination with the Projects Department) and the Consultancy portfolio (in coordination with the R&D+C Department).
  • Generate knowledge and help systematize CODESPA’s experiences in intervention areas, in coordination with the R&D+C and Communication departments.
  • Strategic planning for the Delegation : Define three-year strategic guidelines and update the Philippines DEP.
  • Identify new partners and develop new project and consultancy proposals in the Philippines.
