Overview
The Head of Business Development – Philippines will be Levanta's senior representative in the country, responsible for project origination, acquisition of projects under development, and project development activities (permitting, securing land and ROW, EPC, offtake arrangement and financing) and cross-functional coordination. The role requires a well-rounded leader who can build trust with regulators and partners, unlock development opportunities, and oversee the execution of utility-scale renewable projects aligned with national energy goals.
Key Responsibilities
Collaborate closely with the Group Head of Business Development to oversee and manage business development activities in the Philippines, ensuring the successful execution of strategic initiatives and capturing growth opportunities in alignment with other leadership functions across the platform.
Assist the Group Head of Business Development in establishing, nurturing, and maintaining strong relationships with key stakeholders, including partners, contractors, communities, offtakers, and government entities.Support the de-risking of projects under development and actively contribute to driving them toward financial close and commencement of construction.Coordinate with in-house teams—including M&A, legal, technical, and environmental & social (E&S)—to optimize project development efforts and ensure alignment with overall business objectives.Provide assistance during the construction phase by facilitating the procurement of construction permits and coordinating with lenders to ensure compliance and smooth project execution.Contribute to the preparation of regular business reporting, including weekly and monthly updates, for internal and external stakeholders as directed by the Head of Business Development.Build, lead, and manage a high-performing team of professionals capable of delivering on the business development strategy and long-term business plan.Guide and mentor junior team members, providing strategic and technical oversight in the evaluation and pursuit of new business opportunities.Project Origination, Business Development & Project DevelopmentMonitor market trends, regulatory developments, and auction frameworks to identify emerging opportunities in advance of formal market entry; develop strategies for how Levanta can capitalize on these opportunities.
Originate and assess new business opportunities to expand Levanta's development pipeline in the Philippines.Participate in the acquisition process for new projects, including conducting due diligence, negotiating transaction documents, and executing transaction closings.Work with the legal teams for land due diligence for private land and lead land conversion process with Department of Agrarian Reforms (DAR).Good understanding of the land lease process for public land.Identify and cultivate relationships with potential strategic partners that can support Levanta's long-term development objectives.Conduct risk and bankability assessments of power purchase agreements (PPAs), analyze the competitive landscape, recommend auction bidding strategies, and gather market intelligence on key competitors.Work cross-functionally with internal teams (e.g., EPC, finance, technical) to gather key inputs such as capital and operating costs, yield assumptions, and development timelines to assess commercial viability of new sites or auction participation.Lead the development of financial models and drafting of board papers to support new bid submissions or development expenditure (DevEx) approvals, and track associated progress and performance.Contracting (PSA and EPC) and Debt FinancingConduct detailed analysis of potential offtake strategies—including GEAP, Retail Electricity Suppliers (RES), and WESM—evaluating factors such as project location, transmission pricing, development timeline, bid requirements, bonding obligations, and the project's technology (wind or solar).
Develop a fit-for-purpose offtake strategy aligned with long-term project financing objectives and the overall development schedule of the project portfolio, with a focus on leveraging opportunities in GEAP, RES, and WESM markets.Engage with and negotiate offtake agreements with RES and other relevant market participants.Collaborate with the technical team and the Group Head of Business Development to prepare tender documentation, manage the RFP process for selecting the EPC contractor, and participate in the negotiations through to execution of the EPC contract.Work closely with the corporate finance team and the Group Head of Business Development to structure and secure non-recourse debt financing for projects.Stakeholder Engagement & Government RelationsLiaise with the Department of Energy (DOE), Energy Regulatory Commission (ERC), local government units (LGUs), and other relevant government agencies to secure licenses, permits, and land use certificates in a cost-effective and timely manner.
Coordinate with NGCP and TransCo for the review and approval of technical documentation, including substation and transmission line drawings.Collaborate with the Levanta ESG team to ensure full compliance with the Company's environmental, social, and governance (ESG) policies in all government interactions and public advocacy efforts.Organize and participate in government and stakeholder meetings to gather insights and conduct due diligence on emerging auction frameworks and regulatory changes affecting renewable energy projects.Represent the Company in key industry associations, forums, and working groups, and manage relationships with government relations consultants to align national and provincial policies, as well as grid development plans, with the needs of the renewable energy sector.Ideal candidate should possessMinimum of 10 years of experience in business development within the power or infrastructure sectors in the Philippines, including at least 5 years specifically in the renewable energy industry.
Deep understanding of Philippine energy policy, regulatory frameworks, auction mechanisms, and permitting processes in the Philippines.Proven track record in project origination, project / business development, and securing licenses and permits for energy or infrastructure projects.Strong commercial acumen with the ability to lead financial analysis, structure transactions, and develop compelling business cases.Demonstrated leadership and interpersonal skills, with experience in managing and motivating team members.Excellent written and verbal communication skills in English; fluency in Tagalog is required.Bachelor's degree in engineering, Economics, Business, Marketing, or a related field from a recognized institution.Preferred :Experience working with international or large local IPPs, developers, or infrastructure investors.
Existing network within key energy institutions and provincial authorities.Experience in participation and winning GEAP auctions, signing PPAs and procuring non-recourse debt financing.Details
