Job Summary :
The Pollution Control Officer (PCO) is responsible for ensuring the company’s full compliance with all environmental laws, rules, and regulations mandated by the Department of Environment and Natural Resources (DENR) and other relevant government agencies. The PCO develops, monitors, and implements programs related to environmental protection, waste management, and pollution control. The position requires valid DENR accreditation in accordance with DAO 2014-02 and other applicable issuances.
Key Responsibilities :
- Ensure strict compliance with all applicable environmental laws, rules, and regulations issued by DENR, LGUs, and other concerned agencies.
- Develop, implement, and monitor the company’s Environmental Management Plan (EMP) and Pollution Control Programs.
- Regularly monitor and report on the status of emissions, discharges, hazardous waste generation, and other pollution parameters.
- Prepare and submit required reports to DENR-EMB, including but not limited to :
1.Self-Monitoring Report (SMR)
2.Compliance Monitoring Report (CMR)
3.Hazardous Waste Manifest
4.Annual Report (for TSD facilities
Coordinate with DENR and accredited pollution control service providers for inspections, audits, permits, and updates.Facilitate the acquisition, renewal, and maintenance of environmental permits such as :1.Environmental Compliance Certificate (ECC)
2.Permit to Operate (PTO) for air emissions and control facilities
3.Discharge Permit for wastewater
4.Hazardous Waste Generator ID
Conduct internal environmental audits and site inspections to identify potential risks and ensure environmental compliance.Lead environmental awareness campaigns and training for employees to promote compliance and sustainability practices.Ensure proper storage, handling, transport, and disposal of hazardous and solid wastes.Attend PCO refresher training and maintain active accreditation as required by DENR.Maintain and update the company’s Environmental Monitoring and Compliance records.Qualifications :
Must be an accredited Pollution Control Officer by the DENR-EMB, in accordance with DAO 2014-02 or relevant updates.Graduate of a relevant course such as Environmental Science, Chemical Engineering, Chemistry, Biology, or other science / engineering-related disciplines.At least 5 years of relevant experience in environmental compliance, pollution control, or related fields.Strong knowledge of environmental laws and regulations (RA 8749, RA 9275, RA 6969, RA 9003, etc.).Excellent organizational, reporting, and communication skills.Proficiency in preparing and submitting DENR-required reports and documentation.Ability to work independently and coordinate with multiple stakeholders, including government agencies.Certifications Required :
Valid DENR-EMB Accreditation as Pollution Control Officer.Completion of PCO Training from a DENR-recognized training provider.Other environmental certifications (e.g., hazardous waste management, ISO 14001) are an advantage.
