- Assist the Head of Project (HOP) in the planning, management, coordination, implementation, and monitoring of the project activities in line with Action Against Hunger policies, guidelines and procedures and in accordance with donor and national policies and guidelines.
- As directed by the HOP, ensure effective implementation of the project activities through proper coordination, identification, and follow up of operational support needed from the base operations team (., Head of Project, Finance Officer, Logistics Officer).
- With guidance from the HOP, lead the consolidation of field progress reports and other project related reports from the Field Officers.
- Function as a lead for governance-related activitiesinvolving provincial and municipal local government units, including support to policy development, plan updating, and adoption processes, as may be required by the project for sustainability.
- Lead and facilitate the Climate and Disaster Risk Assessment (CDRA) process in close coordination with LGUs, relevant national agencies (., OCD, DILG, DENR), and project partners.
- Provide technical guidance and coordination support to LGUs in the formulation, updating and integration of the Local Climate Change Action Plan (LCCAP), ensuring alignment with national frameworks and integration with Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and Solid Waste Management (SWM) plans.
Key activities in your role will include
Objective 1 : In coordination with the Head of Project, plan and implement the activities, specifically
With the Head of Project, develop a workplan to ensure the efficient and timely implementation of activitiesRegularly review the planning of activities with HOP through weekly planning meetings.Manage assigned project budget for activities based on agreed workplan with the HOP.Manage the project team to ensure that implementation plans are followed, and changes are discussed and agreed with the HOP.Lead the governance related activities in the covered areas, including CDRA facilitation, LCCAP integration, and the strengthening of DRR / CCA and SWM planning processes.Provide inputs for the monthly financial forecast for budget lines to the HOP for consolidation.Coordinate the activities with the logistics, HR and finance staff to ensure that human, financial and logistic resources are efficiently planned and used.Provide regular reports (as defined) to the HOP to update them on the advancement of activities and make them aware of any key challenges and support needed.Ensure close coordination with LGU sectoral offices (MENRO, MDRRMO, MPDO, MSWDO, MAO, during planning and implementation of CDRA, LCCAP and SWM-related activities.Ensure technical quality, consistency and compliance with national guidelines in all CDRA and LCCAP processes supported by the project.Objective 2 : Representation of Action Against Hunger with external stakeholders
Represent Action Against Hunger with LGUs in project areas in the absence of the HOP.Coordinate with other Heads of Projects and humanitarian actors in the area to ensure the efficient planning and use of resources.Ensure project activities are coordinated with relevant agencies and stakeholders in the sectors where Action Against Hunger is working.Support the establishment of necessary MoUs / MoAs with partners in consultation and agreement with the Head of Project, Head of Base, and Country Director.Maintain active engagement with national and local agencies involved in DRR / CCA and environmental governance (OCD, DENR, DILG, PDRRMC / MDRRMC).Represent the project in technical working groups, consultations, and planning sessions relevant to CDRA, LCCAP, SWM and DRR / CCA integration.Objective 3 : Monitoring and Reporting
Support the HOP to develop a MEAL plan for the project which addresses the internal and external reporting requirements.Based on the agreed MEAL plan, provide regular inputs to the Head of Project to ensure the accurate reporting on indicators.Provide narrative input for narrative reports to the Head of Project.Ensure proper and timely archiving of sources of verification.Screen all received documents and ensure the potential beneficiaries comply with the required standards to benefit from the project.Ensure MEAL tools capture CDRA and LCCAP progress, LGU capacity improvements, and SWM governance milestones.Support baseline, KAP surveys, and endline activities related to DRR / CCA, SWM and behavioral change results.Do you meet the profile required criteria?
A degree in social science, environmental science, natural resource management, or other related discipline (master’s degree an advantage)General training in Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), WASH, Food Security & Livelihoods (FSL), and Anticipatory ActionProject Cycle ManagementSectorial governance and LGU governance and planning processes, including CDRA and LCCAP frameworks.Strong knowledge of national DRR / CCA frameworks (., NDRRMP, LCCAP Guidelines, CDRA Protocols)Experience in conducting or facilitating Climate and Disaster Risk Assessment (CDRA)Experience in formulating, updating, or integrating Local Climate Change Action Plans (LCCAP)Familiarity with the current state of DRR / CCA, WASH, FSL and SWM in the countryDemonstrated excellent knowledge and experience in Project Cycle ManagementExcellent knowledge of project budget managementPrevious exposure and experience in assessment, monitoring, or evaluation of projects during emergency responsesPrevious experience in implementing and managing / supervising multi-sectorial projectsExperience in governance-related works in the sectors of DRR, WASH and / or FSLExperience in Solid Waste Management and / or green or circular economy projects is an assetExperience on environment and climate change related projects and engagement with agencies such as OCD, DILG, DENR, and LGUsKnowledge / Experience in food security, livelihood resilience and green and circular economy activities is an advantageKnowledge in partnerships development and alliances is desirableRisk mitigation experienceStrong facilitation and capacity-building skillsExcellent report and technical writing skillsExperience of at least 2 years in a similar or related position.At least 2 years of experience working with I / NGOs, LGUs and / or national government agenciesStrong experience in capacity building, multi-stakeholder coordination, and project managementExperience in local governance planning processes (., DRRMP, CCA plans, CLUP, LDIP, SWM plans)Knowledge of the geographic and socioeconomic context of Siargao Island is preferredExperience in rapid response and anticipatory action interventions is desirableExperience working in DRR / CCA, emergency preparedness, or resilience programming is an assetExcellent in written and spoken English and TagalogLocal language in the working area is an assetAbility to facilitate workshops and planning sessions in local languages is an advantageGood knowledge of Microsoft Office package (Word, Excel, Teams, Outlook).Knowledge of GIS tools, Kobo, or digital data collection platforms is an advantage, particularly for CDRA work.Willing to be based in the areas of operation and able to travel extensively in the project areas.Willingness to conduct frequent field facilitation sessions with LGUs and communities.Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.Understanding of gender-responsive and inclusive approaches in DRR / CCA, SWM and local planning processes is an advantage.Our remuneration package :
