Know your Project / Team

Project aims to improve the health and nutritional well-being of pregnant women and children under five of age across targeted province(s) in the Philippines and address determinants of stunting in children under five years of age.

The project will strive towards improving the quality of the existing service provision within identified province(s) through  service delivery platforms and adopting gender-responsive approaches that address health systems gaps in (i) human resource capacity, (ii) supply chain management of essential nutrition products, (iii) monitoring and accountability processes, (iv) health management information systems and processes including capacity on using data for decision making, (v) program budgetary planning processes along with (vi) approaches towards community behaviour focusing on socio-cultural and gender norms.

About the role

The position holder would provide technical leadership for the development and implementation of a gender- responsive Monitoring, Evaluation, Accountability and Learning (MEAL) system for the project. This role is responsible for ensuring the availability of high quality program monitoring and reporting data. Including the design and development of data collection tools using digital applications. The role will lead the collation, analysis, harmonization and visualization of program data through dashboards and analytic products for internal and external reports to donor / s, ministries, and other stakeholders. In this role you will be responsible to :

• Generate and present data-driven insights and evidence-based recommendations to the Project Director and senior project team to support adaptive management, strategic decision-making, and demonstration of program progress and results.
• Design and implement monitoring tools / information systems (MIS) aligned with Project Measurement Framework (PMF). Provide technical leadership and quality assurance for indicator selection, definitions, and methodologies, including complex and gender-transformative indicators.
• Develop a gender-responsive MEAL plan to monitor progress against results and in line with the PMF ensuring indicators and data collection approaches reflect gender equality and social inclusion principles and objectives.
• Provide support to project team in the regular review, analysis and consolidation of program monitoring data.
• Provide technical guidance on data quality assurance protocols, including thresholds, escalation mechanisms, and corrective action plans. Lead advanced analysis and interpretation of monitoring data to inform adaptive management and strategic decision-making. Provide consistent support to project team to track progress, flag issues and implement corrective actions using program monitoring data (sex-disaggregated data, wherever applicable)
• Lead the design, methodological review, and quality assurance of baseline, midline, endline, and special studies.
• Serve as a technical focal point for external evaluators and survey firms, ensuring methodological rigor and ethical standards. Review and provide feedback on deliverables from consultants and partner agencies to ensure data quality, relevance, and alignment with project objectives.
• Support in the coordination of donor reporting in liaison with global monitoring and data learning (MDL) team and relevant project staff.
• Take overall accountability for MEAL sections of donor reports, ensuring accuracy, coherence, and strategic alignment. Establish timelines and coordinate with program team to get the required information / data from monitoring reports.
• Collaborate with the global MDL Unit to operationalize digital solutions to streamline program monitoring information systems.
• Lead efforts to improve data visualization, automation, and real-time use of dashboards for management. Support project team in establishing and operationalizing digital monitoring information systems which is in synergy with global MDL team.

Requirements

About you

You will have a Master’s Degree in statistics / social science / developmental science or other related field with around 7 to 10 years of experience in data management and monitoring information systems with NGOs, and / or UN agencies working on health and / or nutrition programs. Experience in working with the government or familiar with government information systems such as HMIS, DHIS2 will be preferred.

You will come with a proven experience in designing and implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, including development and revision of Project Measurement Frameworks (PMFs) and monitoring plans.

Excellent English language skill (read, write and speak) is a prerequisite. Fluency in local language is also required.
