Overview

An IT solutions company for government sectors is currently hiring for a Head of Applications Development (VP Level) , who can be part of their expanding team in Quezon City.

Job Summary

The Applications Development Head (VP level) leads the strategic design, development, and implementation of enterprise applications and systems across the organization. This role ensures that digital solutions align with business goals, adhere to modern software engineering practices, and are future-ready through adoption of innovative technologies such as Cloud Infrastructure (Azure) , DevSecOps , and Agile methodologies. The role requires a strong balance of technical leadership , architectural oversight , and business acumen .

Key Responsibilities

  • Lead and manage the Applications Development division, overseeing multiple cross-functional teams responsible for designing, developing, deploying, and maintaining enterprise-grade applications.
  • Drive the enterprise's application modernization and cloud transformation strategy, leveraging Azure , microservices , and container-based architectures .
  • Implement and champion Agile / Scrum methodologies, ensuring fast and adaptive software delivery cycles.
  • Establish DevSecOps practices to embed security and compliance into the software development lifecycle.
  • Collaborate with business leaders to identify and prioritize technology solutions that address business needs and deliver measurable value.
  • Oversee the selection and integration of development tools, frameworks, and platforms that support scalability, flexibility, and maintainability.
  • Monitor application performance and reliability, ensuring high availability and business continuity.
  • Mentor and build high-performing engineering teams; foster a culture of innovation, continuous learning, and collaboration.
  • Manage vendor relationships, contracts, and outsourced development initiatives, ensuring quality and alignment with internal standards.
  • Keep abreast of emerging technologies and industry trends to continuously enhance the organization’s technical capabilities.

Qualifications

  • Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, or related field.
  • At least 10-15 years of progressive experience in software / application development, including 5+ years in a leadership / executive role .
  • Deep experience in cloud-native application development , specifically on Microsoft Azure (PaaS, Azure Functions, Logic Apps, AKS, etc.).
  • Strong background in DevSecOps , CI / CD pipelines, infrastructure as code (IaC), and automated testing.
  • Proven success in managing Agile delivery teams and implementing Agile / DevOps transformation at the enterprise level.
  • Experience with modern programming languages , frameworks, and architecture patterns (e.g., microservices, event-driven design).
  • Strong communication, stakeholder management, and organizational change skills.
  • Certification in Azure, Agile (Scrum / SAFe), or DevOps is a plus.

    • Preferred Skills

  • Exposure to AI / ML integration , API management , or data platforms (e.g., Azure Synapse, Databricks).
  • Experience working in regulated industries (e.g., finance, telco, healthcare) is an advantage.
  • Ability to translate technical strategies into business value propositions.
