GENERAL RESPONSIBILITIES

The Program Director is responsible for overseeing the coordination and administration of all aspects of an ongoing program including planning, organizing, staffing, leading, and controlling program activities. Responsible for leading project teams in delivering a solution to the client with overall performance responsibility for managing scope, cost, schedule, and contractual deliverables, which includes applying techniques for planning, tracking, change control, and risk management.

DUTIES AND RESPONSIBILITIES

Plan the program

Plans the delivery of the overall program and its activities following the objectives and the goals of the organization.

Develops new initiatives to support the strategic direction of the organization.

Develops and implements long-term goals and objectives to achieve the successful outcome of the program.

Develops an annual budget and operating plan to support the program.

Develops a program evaluation framework to assess the strengths of the program and to identify areas for improvement.

Develops funding proposals for the program to ensure the continuous delivery of services.

Organize the program

Ensures that program activities operate within the policies and procedures of the organization.

Ensures that program activities comply with all relevant professional standards.

Develops forms and records to document program activities.

Oversees the collection and maintenance of records on the clients of the program for statistical purposes according to the confidentiality / privacy policy of the organization.

Staff the program

In consultation with the CTO, recruit, interview, and select well-qualified program team members.

Implements the human resources policies, procedures, and practices of the organizations.

Implements the performance management process for all program team members.

Lead the program

Ensures all staff members receive orientation and appropriate training following organizational standards.

Supervises program team members by providing direction, input, and feedback.

Communicates with clients and other stakeholders to gain support for the program and to solicit input to improve the program.

Liaises with other managers to ensure effective and efficient program delivery.

Coordinates the delivery of services among different program activities to increase effectiveness and efficiency.

Control the program

Prepares reports on the program for management and program sponsors.

Communicates with program sponsors as needed.

Ensures that the program operates within the approved budget.

Monitors and approves all budgeted program expenditures.

Identify and evaluates the risks associated with program activities and take appropriate action to control the risks.

Monitors the program activities regularly and conducts an annual evaluation according to the program evaluation framework.

Reports evaluation findings to the CTO and recommends changes to enhance the program, as appropriate.

Other job-related activities that may be assigned from time to time.

JOB SPECIFICATIONS

Education – At least graduate with a Bachelor’s or Master’s Degree in IT, Computer Science, Engineering, or any related course.

Related Work Experience –

At least 5 years of experience managing large-scale Custom Software Development projects

  • At least 5 years experience in Agile and / or Project Management
  • At least 3 years of experience in Service Delivery Management overseeing efficient IT operations
  • Solutions architecture background is a plus.

Knowledge –

Strong Business Acumen - Proficient

  • IT Service Delivery - Proficient
  • Intermediate knowledge in IT Literacy around Applications and Systems and Operational / Delivery Excellence
  • Strong understanding of SDLC and Application Support & Maintenance
  • Collaboration and Project Management Tools, Methodologies,,
  • Deep understanding of IT service delivery principles, including operational best practices and risk management frameworks (e.g., COBIT).
  • Must be Project Management Professional Certified (PMP)
  • ITIL4 and Program Management Professional Certified (PgMP) is a plus
  • Skills :

    Must have a sense of ownership and pride in performance and its impact on the company’s success.

  • Extensive leadership experience, including managing and developing high-performing teams.
  • Must have strong project management skills in both technical and business capability.
  • Excellent analytical and problem-solving, with the ability to prioritize and manage multiple initiatives concurrently.

  • Must have excellent organizational skills - ability to organize and manage resources and effectively handle complex pieces of work independently
  • Must have excellent presentation and interpersonal skills, ability to network with large groups of people
