Summary of Work Activities and Responsibilities :
Under the supervision of the Campus Development and Construction Group Head, the Planning and Design Section Head oversees the planning, design, evaluation, and continuous improvement of the roads, buildings, installations, and related systems.
Main Duties and Responsibilities
I. Section Management and Development
- Sets the direction of the Planning and Design Section and determines its operational goals in alignment with the Group goals, Office goals and Cluster mandates
- Prepares and monitors the Section’s budget and expenditures and recommends cost effective solutions for the Office
- Manages the performance of employees in the Section by setting standards / targets, monitoring, and evaluating performance, and providing development opportunities
- Gathers feedback from the other CFMO Section Heads to determine areas for improvement and potential requirements of the University, and determines best course of action
- Assesses and analyzes infrastructure, facility, accessibility, and utilities conditions and capacities reports vis-à-vis the long- and short-term needs and direction of the University, and recommends necessary improvements and possible priority projects
- Oversees the conduct of feasibility and environmental planning studies, ensuring a financially and functionally viable and sustainable project, recommending ways to optimize space and utility usage
- Assists in the review, creation, and revision of a comprehensive and integrated framework and guidelines for campus development, looking into infrastructure planning, space planning and utilization, and environment planning
- Keeps abreast of national and international standards in the professional, as well as government regulations, and ensures that the Campus Master Plan adheres to such yardsticks
- Creates guidelines and policies on sustainable design standards balancing aesthetics, functionality, and safety
III. Facilities Planning and Evaluation
Evaluates resource facility systems in the University to check compliance with government laws and codes, University standards, and best practicesWrites recommendations, guidelines and standards on facilities planning and utilization to improve the efficiency and effectiveness of physical facilitiesIV. Construction and Renovation Projects
Creates guidelines on cost estimation, project timelines, contracting and procurement, and evaluation of bidsCoordinates with University offices for all Construction, Major and Minor Improvement projects requestsPrepares pre-design and schematic design plans for all space planning and facilities improvement projects.Prepares detailed cost estimates in budget planning and evaluation of Construction, Major and Minor Improvement projects, for the approval of the CDCG HeadDrafts all pertinent construction project bid documents such as :Scope of work, TOR
Design Development planConstruction documents, BOQ and design details and specificationsWork schedule, budget estimatesAdvises stakeholders and CFMO Sections on the interpretation and implementation of project plans to support planning and evaluationAssist the Construction Management and Post Construction and Building Care Sections in advising participants during and after the bidding processOversees documents updates of ‘as-built’ plans and standard design documents and compliance with CFMO records management proceduresV. Performs other duties that may be required by the immediate supervisor and authorized representatives
Minimum Qualifications
Education and Experience Requirements
Bachelor’s degree in Architecture or EngineeringLicensed architect or engineerAt least 5 years experience in planning and design (inclusive of project planning and budgeting, overseeing compliance and implementation of policies, laws and regulations, managing people, and handling service providers)At least 3 years experience in drafting (Manual and Auto CAD)At least 3 years of supervisory experienceExperience in master planning, capital planning, site planning, preferably in an education settingThe Ateneo de Manila University (Ateneo) is one of the leading universities in the Philippines.
