In the Philippines WFPs efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes :

By 2028 communities exposed to shocks and stressors in the Philippines are better able to meet food nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.

By 2028 communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems inclusively and equitably.

The Government and partners in the Philippines access WFP services that augment their interventions upon request.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country while at the same time being one of the worlds most disaster-prone countries. Disasters remain a leading cause of hunger affecting all aspects of food security : economic and physical access to food availability and stability of supplies and nutrition.

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur the overall emphasis of the Country Office lies on systems strengthening (disaster risk management social protection and food systems) at national LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue supporting legislative advances in areas such as school meals anticipatory action and rice fortification.

WFP is looking for Programme Policy Officer (Agricultural Livelihoods) to provide support to policy and programme activities within the climate and resilience unit and specifically implement and develop innovative agricultural practices and resilience strategies.

JOB TITLE : Programme Policy Officer (Agricultural Livelihoods)

This position is open to Filipino nationals only.

JOB PURPOSE :

The role of the Programme Policy Officer (Agricultural Livelihoods) involves collaborating with government partners Cotabato Field Office team private sector and relevant academic institutions to enhance food security promote sustainable climate-smart agricultural and regenerative practices and support WFPs effort to integrate smallholder farmers into national and regional markets through effective value chain development.

ACCOUNTABILITIES / RESPONSIBILITIES :

Overall the Programme Policy Officer (Agricultural Livelihoods) will work under the direct supervision of the Head of Climate Change and Resilience unit and with overall guidance from the Head of the Programme.

The key activities during the assignment are as follows. (Not all-inclusive within delegated authority) :

Provide technical guidance on regenerative and climate smart agriculture tailored to local ecosystems to enhance resilience.

Ensure coordinated programming and alignment with other country office initiatives to advance CSP outcomes.

Align production planning with market and institutional demand including school meals in coordination with Smallholder Agricultural Market Support team.

Inform assessment design and conduct landscape analyses and stakeholder mapping to guide program design planning and advocacy.

Conduct training and strengthen internal WFP and partner capacities on integrated livelihoods and resilience approaches

Develop innovative approached informed by local regional and global learning.

Engage and collaborate with key government agencies to align priorities on climate adaptation resilience and food systems.

Co-develop nature-based solutions and ecosystem restoration initiatives that support resilient food production and market access.

Strengthen value chains and enhance farmer and fisherfolk capacity by providing technical support advising on extension services and improving linkages to institutional buyers.

Provide technical inputs to community based DRR and climate adaptation efforts.

Support cross-sectoral integration by promoting sustainability inclusion and partnerships aligned with national priorities and the CSP.

Provide project management support and contribute towards the development assigned projects plans and processes ensuring alignment with wider programme policies and guidance and a coordinated approach with other country office projects and plans to achieve wider CSP outcomes.

Build strategic partnerships with academic and research institutions to foster knowledge exchange innovation and evidence-based programming.

Strengthen relationships with key agencies such as DA DAR DENR and other relevant stakeholders to ensure policy coherence and programmatic alignment.

Perform additional tasks as required to support programme objectives and organizational priorities.

MINIMUM QUALIFICATIONS AND EXPERIENCE

Education : Advanced university degree or bachelors degree in Agriculture Agronomy Agriculture & Technology Agricultural Engineering or similar field

Experience :

Required : Minimum of one (1) year of relevant experience in development work with an advanced university degree or two (2) years of relevant experience with a bachelors degree

Preferred : Five (5) years of relevant extensive and technical experience in sustainable agricultural practices value chain development community-based solutions to water access and livelihood

Proven ability to provide technical support for the cultivation of cash crops territorial understanding and multistakeholder management

Experience in climate change adaptation and management or community volunteering is desired

Experience in development of supply models for value chain is desired

Knowledge and skills

Knowledge in agronomic practices (GAP) regenerative agriculture climate-smart agriculture (CSA) ecosystem and landscape restoration and natural resource management (NRM).

Expertise in food security and technical methods related to agriculture and value chains.

Experience compiling technical guideline methodologies and standard operation procedures.

Experience developing training contents / manuals.

Excellent written and communication skills.

Strong analytical skills including ability to synthesize information draw conclusions and recommend a course of action.

Ability to think creatively proactively and problem-solve with flexibility and adaptability.

Strong interpersonal and diplomatic skills with ability to establish effective relations with communities authorities colleagues and partners staff.

Languages : Excellent written and oral communication skills in English.
