Resource Management Specialist

Job Description

The Resource Management Specialist will drive and operationalize the resource management practice as a vital supply chain function to support our rapidly growing consulting business across the region. The role is responsible for fulfilling resource demands by maximizing internal placement, managing demand pipelines, supporting capability and capacity-building initiatives, and coordinating external hiring requirements with recruitment.

This role requires strong collaboration across multiple business units and regional teams to ensure optimal alignment of resources with project and practice needs.

Key Responsibilities

  • Resource Planning and Allocation

Collaborate with Operations, Delivery and Practice Leads to match people to projects based on skills, experience, availability, regional preferences, and project budgets.

  • Capacity Planning
  • Ensure adequate staffing within each practice area to meet upcoming and future project demands, accounting for both regional and cross-border requirements.

  • Capability and Capacity Building
  • Support efforts to grow and develop internal talent pools through training, upskilling, and mobility planning across regions.

  • Operational Support to Functional Managers
  • Work closely with managers to identify resource challenges such as overutilization, underutilization, or workload imbalances, and provide solutions through reallocation, internal placements, hiring, or capacity adjustments.

  • Internal Placement & Talent Deployment
  • Lead the placement of existing resources across projects and practices by aligning skills, availability, and business needs. Coordinate with Operations Head, Delivery Manager and Practice Heads to maximize internal resource utilization. Coordinate with the recruitment team on external hiring requirements only when internal options have been exhausted or are not feasible.
  • Project and Practice-Aligned Hiring
  • Work closely with recruitment to ensure hires meet the specific requirements of both short-term projects and long-term practice objectives, with an understanding of regional talent pools and labor considerations.

  • Cross-Functional Collaboration With HR to define job levels, capacity plans, and alignment with workforce development programs. With Project / Engagement Managers to clarify role expectations and onboarding requirements. With Sales and Delivery teams to forecast future resourcing needs aligned with pipeline growth and client expansion in the region.
  • Recruitment and Workforce Planning Alignment
  • Translate resourcing needs into structured hiring requests. Maintain a real-time tracking system that monitors resource demand vs. recruitment activity.

  • Client Onboarding and Integration
  • Oversee the client onboarding process to ensure timely access provisioning, clear communication of client / project requirements, and a seamless experience across various clients and work setups (remote, onsite, hybrid).

  • Timesheet Validation and Resource Billing
  • Monitor and validate timesheet submissions to ensure accuracy and alignment with project allocations. Work closely with Delivery, Finance, and Project Managers to support accurate resource billing, flag discrepancies, and ensure timely reporting for client invoicing and internal chargebacks.

    Qualifications

  • Bachelor’s Degree in any HR, Business or Technology course
  • Minimum 3 years of relevant experience in IT Consulting, Resource Management, or Workforce Planning roles
  • Preferably with experience supporting regional operations, especially in APAC (with focus on Philippines, India, Singapore, or Vietnam)
  • Proven expertise in conceptualizing and executing resource and capacity management frameworks
  • Strong data analysis, negotiation, and decision-making capabilities
  • Excellent interpersonal skills and ability to communicate with stakeholders across cultures and seniority levels
  • Proficient in Microsoft Excel, collaboration tools (e.g., Teams, SharePoint), and resource tracking platforms
