IT Strategy and IT Organization
Devise and establish IT strategies, policies, plans and systems to support the overall goals set by senior management and international business owners
Define the Manila IT organization structure, roles and responsibilities, and job descriptions.
Restructure, where necessary
Define resource requirements ensuring that correct skills and competencies are in place, and current technical advances in information systems architecture, procedures and development are implemented
Manage and direct the Manila office's data network infrastructure including establishing strategies for Internet, local area network (LAN) and wide area network (WAN) connections
Manage and direct workstation, desktop / laptop strategy
Project Management and Documentation
Lead and facilitate coordination and consultation with senior management and business owners to define business goals & systems requirements
Deploy project development targets, specifications and deadlines to the IT team and ensure regular update reporting
Work with Senior Management in Hong Kong and the USA to ensure that the correct projects are prioritized and delivered; Keep senior management and business owners updated and informed on the status of IT projects, providing immediate notice for any project setbacks
Help ensure proper collaboration between teams for quality
assurance, requirements definition, and project management activities
Develop standard operating procedures allied to best practice, and ensuring written protocols and guidelines are provided for its staff and all end-users
Ensure written documentation is created and maintained, to include user and system manuals, license agreements and all documentation relating to developments, modifications and upgrades, etc.
Technology
Oversee the deployment, development, monitoring, maintenance, enhancements, integrating, upgrading and support of organizational IT systems at the Manila office.
This will include, but not limited to, operating systems, servers, PCs, proprietary software, software apps, telephones and peripherals
Oversee all technology operations (e.g.
network security) and evaluate them according to established goals
Analyze the business requirements of all departments to determine their technology needs
Inspect the use of technological equipment and software to ensure functionality and efficiency
Identify the need for upgrades, configurations or new systems and report to upper management
Keeping up-to-date with the most recent technologies and advising on what new technological solutions and their implementation will meet business and systems requirements
IT Security
Identify security vulnerabilities and eliminating them with strategic solutions that increase data security
Together with international IT teams, integrate security standards and processes into daily work to meet and sustain compliance with global security such as HIPAA, SOX, GDPR, etc.
Staff management, leadership and communication
Serve as an active member of the global Technology Leadership Team and coordinate regularly with executive and senior management as well as systems users
Cultivate a culture of continuous improvement and teamwork among staff members
Conduct staff meetings, project meetings, and provide support for the daily operations of the department
Managing IT staff, with responsibility for hiring, evaluation, training, guidance, disciplinary procedures, and dismissals
Interact across various functional areas and departments to ensure clear communications, and that bi-directional expectations are understood and documented
Manage effective communications between the Manila IT team and to multiple clients within the group and serve as a point of escalation and resource for change requests
Budgets and administration
Purchase efficient and cost effective technological equipment and software
Negotiating with suppliers of hardware and software to get the best deal, including external support, and being responsible for contracting consultants and making service agreements
Creating a budget for each project as well as managing the financial aspects of the entire IT department, such as purchases and ongoing budgeting
Proven experience as IT executive or similar role and with strong technical and managerial background
Bachelor's degree in Computer Science, Information Technology or equivalent
Master's degree preferred (MBA, MS IS / IT or other technical discipline)
At least 15 years of relevant working experience in software development and architecture; at least 7 years of which should be in a managerial role
Strong background in Project Management / Business Analysis
Experience in.Net required as core technology
