Preferred Qualifications (Competency-based)
Education : Master's Degree preferably in Social Work, Community Development, Development Management, Public Administration, Public Management, or related field
Training : 120 hours of training program in Community-based Development Work, Monitoring and Evaluation, Poverty Reduction, Sectoral Development and Social Protection training, if Baccalaureate Degree is not Social Work or Community Development course.
Experience : At least 10 years of experience in community-based projects or major anti-poverty programs funded by a foreign donors or national agencies.
Other Qualifications :
- Has executive and management experience and expertise;
- Has broad experience in working with groups and communities;
- Has expertise in community-based project designing, development, and implementation;
- Has expertise in results-based management and operations;
- Solid knowledge of project budget preparation and financial documentation;
- Proficient in technical report writing and capable of generating previous published or unpublished write-ups or articles;
- Willing to travel;
- Has advanced computer knowledge / proficiency in MS Office and data management; and
- Has advanced communication skills, both oral and written.
JOB DESCRIPTION : The Technical Specialist shall function as the main technical support of the Deputy National Program Manager (DNPM) and National Program Manager (NPM), and shall further provide strong technical assistance to all other divisions in the management and monitoring of the implementation of KALAHI-CIDSS modalities and projects using the community-driven development (CDD) strategy towards community empowerment and inclusive development.
To ensure timely delivery of services and success of KALAHI-CIDSS, the Technical Specialist is tasked to efficiently and directly contribute to all matters covering the achievement of the goals of the NCDDP-Additional Financing, including the provision of regular reports to the DNPM and the NPM pertaining to the progress of the NCDDP-Additional Financing, and close monitoring and coordination in all matters related to it.
JOB OUTPUTS :
- Consolidation of various outputs for the formulation of policy enhancement and to be utilized as management decision tools of DNPM and or NPM such as :
- Consolidated Annual Operations Plan including Work and Financial Plan (WFP) and review for congruence with the program policies and strategic direction with comments for consideration to DNPM and or NPM.
- Comments on major outputs of different divisions for the endorsement to DNPM or NPM.
- Draft memorandum of instruction from DNPM / NPM or NPMO.
- Conduct follow-up on agreements with or directives of DNPM / NPM that require inter-division coordination.
- Regular or periodic report to the NPM and DNPM including the proposed immediate actions to any urgent Program issues that may arise covering the implementation of KALAHI-CIDSS Projects
- Designs of thematic reviews and assessment reports
- Program for capacity building for community volunteers, Program staff and officials, partner Local Government Units (LGUs), National Government Agencies (NGAs), Civil Society Organizations (CSOs), and relevant social and technical service providers.
- Guidance notes on options for adjustments to the Disaster Response Operations Modality (DROM) for groups encountering barriers to participation in NCDDP Additional Financing processes.
- NCDDP Additional Financing Framework for inter-programs convergence and local convergence plans.
PRIMARY TASKS :
- Primarily entrusted with providing technical support to DNPM and NPM functions and programs and administering strong technical assistance to all divisions of NPMO.
- Facilitate involvement in the operationalization of management directives and agreements for the implementation of KALAHI-CIDSS NCDDP Additional Financing and other pilot initiatives.
- Develop procedures and systems such as but not limited to project database and project reporting mechanisms to meet the information and communication needs of various stakeholders
- Coordinate all concerned divisions in the preparation of the program plan of operations and annual budget for final approval of the NPM and eventual submission to the Department of Budget and Management (DBM).
- Formulate final recommendations to the NPM on technical, financial, procurement and engineering, and implementation policies affecting the project, consistent with national government directives and in conformance with the Loan / Compact covenant.
