The incumbent also provides leadership and guidance to the QS Department to ensure efficient and effective cost management throughout the project lifecycle.DUTIES AND RESPONSIBILITIESDevelops and implements the quantity surveying strategy and long-term plans to support the Company's missions, goals and objectives;Conducts project costing and evaluation to efficiently allocate resources and ensure that the team's performance meets the Company standards;Prepares and maintains all types of quantity, cost, resource, and labor take-offs relevant to the construction and re-development projects and plans;Participates in the bidding process for materials, services, and contracts with third-party service providers and contractors to guarantee the best price and quality of the resources to utilize for the projects;Provides oversight and guidance in contract administration, including contract negotiation, drafting, and review;Identifies and manages project risks, both financial and non-financial, and implements risk mitigation strategies;Ensures compliance of the contracted service providers with regard to their contractual obligations and manages commercial risks;Provides rolling annual forecasts, quarterly budget updates, and contingency estimates for identified risks;Reviews and approves key documentation and reports, and cost estimates, budgets, and financial reports prepared by the quantity surveying team;Develops monthly progress reports of construction projects with detailed cost breakdowns against the baseline schedule;Analyzes and monitors variations and claims, utilizing cost tracking and impact assessments to mitigate cost overruns and maximize cost savings;Oversees multiple construction and development projects from a quantity surveying perspective;Provides high-level guidance and support with third-party contracts and service providers to ensure that projects are delivered on time, within the budget, and according to quality standards;Participates in client meetings, negotiations, and presentations to maintain good working relationships, understand their needs and requirements, and provide expert advice and support;Identifies new business opportunities, cultivates relationships with potential clients, and participates in business development activities to expand the Company's client base;Collaborates with internal and external stakeholders of the construction and re-development projects, such as project managers, architects, engineers, contractors, and subcontractors, to foster positive working relationships, ensure smooth flow of project execution, and facilitate accurate take-offs and cost estimations;Implements and monitors quality assurance processes and procedures to ensure the accuracy and consistency of quantity surveying deliverables;Stays updated with industry trends, best practices, and regulatory changes related to quantity surveying and real estate;Reviews insurance requirements and oversees insurance claims, if necessary;Promotes a culture of continuous improvement within the QS Department and the Company as a whole; andIdentifies areas for process enhancement and implements changes by introducing innovative approaches, technologies, and methodologies; and monitors the effectiveness of the initiatives to enhance organizational efficiency and effectiveness;Other TasksSets departmental targets and monitors the progress of the construction project;Leads and manages the team, and provides direction, guidance, and mentorship;Recommends ways to update practices and improve processes to deliver administrative services in a timely and efficient manner;Actively participates and contributes to the development and accomplishment of the Department's objectives; andPerforms other tasks as may be assigned by the Chief Operating Officer / President depending on the exigencies of the Company.JOB PROFILEEducational BackgroundMust possess at least a graduate of bachelor's degree in Civil Engineering.Must be a licensed Civil EngineerProfessional BackgroundMust have a minimum of ten (10) years of work experience in bids and awards, quantity surveying, and cost estimation of pre-engineered buildings and re-development projects.With at least five (5) years of senior leadership and management role in a construction or real estate industry.Knowledge RequirementsProcurement Process;Contract Administration;Construction and Site Execution MethodsProject management;Re-development and planning;
