Job description

Job Summary

To ensure that mechanical systems and equipment for the Unit #4 Expansion Project are installed and tested in compliance with approved design, correct QA/QC procedures with safety standards, electrical codes and project specifications to meet the construction program.

Duties and Responsibilities

  1. Reviews designs from the design institute CSEPDI and provide comments to ETS.
  2. Review IFC drawings and construction methodologies.
  3. Attend and comment on all WIR’s (Witness Inspection Request) submitted by the contractor. This is a primary job function of this position.
  4. Reviews contractors quality documentation inspection check lists, test plans. ITPs and quality procedure plan, providing comments and input to the contractor where deficient or to improve.
  5. Raise SOR’s and when necessary, NCR’s if unsatisfactory non-compliant works or condition of materials is not acceptable.
  6. Review and understand all the tie-ins and interfaces of unit #4 with the existing plant.
  7. Actively participate in safety walkthroughs and toolbox.
  8. Review and comment on subcontractors’ manpower and equipment and provide inputs if resources deemed to be insufficient.
  9. Work with the Planner to prepare various monitoring tools, KPI’s and trackers to monitor installation accomplishment and completion of the works.
  10. Provide monthly updates to the Planner marking up the P6 Primavera schedule to assess accomplishment, delays and suggest mitigation measures to resequence works if needed.
  11. Attend and participate in weekly meetings and daily huddles as need and/or instructed covering planning, QA/QC and HSSE. An important meeting to attend to is the weekly QAQC meeting with the contractor.
  12. Monitor the compliance of the project to applicable standards, ensure industry codes and practices are adhered, quality assurance policies & ITPs are followed, and performance standards are met.
  13. Apart from attending WIR’s, take self-initiative to visit site to monitor/inspect the various installations of mechanical equipment and systems to ensure they meet design specifications and safety standards.
  14. Conducts technical inspections on delivered materials (open box inspections) once arrived at site and coordinate with Logistics Lead that there is proper storage in compliance with the manufacturer’s instruction.
  15. Coordinate the mechanical work with other disciplines (i.e. Electrical, Civil, ECE etc.) to ensure that all activities are correctly sequenced to run smoothly and efficiently and minimize disruption and damage to other trades
  16. Prepare construction punch list before handover of system for commissioning.
  17. Performs control checks throughout all stages of schedule to ensure that program deadlines are met. Collaborates with the Planner and other construction disciplines to ensure project timeline is delivered.
  18. Following construction completion, transition to support Testing and Commissioning Manager. Your reporting function will then be changed to the T&C Manager.
  19. Reviews test methods, procedures and test/checklists provided by the contractors T&C Team.
  20. Conduct inspections and witness test/calibrations of mechanical systems and devices to ensure functionality and reliability. Assist to resolve issues that arise during inspections and testing.
  21. In coordination with the T&C Manager, attend SAT’s (Site Acceptance Testing) reviewing in advance the procedures and the results and reports from the FAT (Factory Acceptance Testing)
  22. Gather all as-built drawings, plans, manuals, parts list/inventory, equipment lists, test reports, certificates, permits, licenses and all other relevant documentations for turn-over to Commissioning TOP document controller
  23. Assist the commercial team in their assessment of claims, additional works, extension of time relating to mechanical works.
  24. Observes company’s quality, environment, security, safety and health programs
  25. Perform other duties may be assigned from time to time in relation to the job function.

Technical Competencies and Skills

Proven expertise as a Mechanical Engineer for site construction works in Industrial Plants, Experienced in mechanical construction in power industry is an advantage particular a CFB plant, Hands-on experience using various Mechanical Test Instruments, Knowledgeable on Philippine Mechanical Engineering Codes (PMEC) also DOLE and DENR safety standards, Computer literate (i.e. Excel, Word, Basic skill using design software like AutoCAD, Good problem-solving skills and attention to details, Strong organizational and communication skills-needs to be a self-starter, self-motivated, Ability to work under pressure and with minimum supervision, Able to read fully, Understand and interrupt mechanical drawings schematic P&ID’s, Able to understand and coordinate with other discipline drawings, Propose solutions to problem for management approval.

Education, Trainings and Licenses Required

Registered and Licensed Mechanical Engineer, PME is an advantage but not necessary, This is a site-based construction role with primary focus on QC as a Mechanical Inspector
