At HL we specialize in UXO remediation, operational range sustainment , Facilities Operations and Maintenance and 3rd Party Quality Assurance.HL Environmental is looking for qualified unexploded ordnance Senior UXO Supervisor (SUXOS) for a 6 month assignment in the Philippines.Primary FunctionResponsible for locating, identifying and disposing of foreign and domestic explosive devices using advanced geophysical equipment and techniques per the specific project according to the Project Manager and the Client's specifications. Actively support and uphold the Company's stated vision, mission and values.Essential FunctionsPerform UXO and operational management duties including:Manage teams of personnel conducting project operations in assigned regionDevelop operations plan to achieve company goals Create and present daily, quarterly, and annual operational updates & reportsIdentify, anticipate, and resolve customer issues in a timely mannerIdentify and implement process improvements and cost optimization initiativesLiaise with other teams in analyzing and resolving business problemsPerform regular operations reviews to identify any issues/inconsistenciesPerform resource allocation and work assignment for implementing business expectationsDetermine operational risk factors and provide relevant mitigation plansImplement changes in workflow and work scope to meet business expectationsReconnoiter and classify UXO and DMMIdentify all types of military munitions, including possible fuzes and their condition, armed or unarmedExamples of these military munitions are: bombs, guided missiles, projectiles, rockets, land mines and associated components, pyrotechnic items, military explosives and demolition materials, grenades, submunitionsExcavate subsurface UXO and DMMMove and/or consolidate UXO and DMM that has been determined acceptable for movement within a Munitions Response Site (MRS) or Munitions Response Area (MRA)Transport demolition materials and/or UXO and DMM that have been determined safe for transportPrepare firing systems, both electric and non-electric, for demilitarization operationsOperate personnel decontamination stationsAssist in the inspection of Material Potentially Presenting an Explosive Hazard (MPPEH) for the presence of explosive hazardsConstruct UXO related protective worksProperly store explosive materials per applicable guidanceDetermine precise location in field environment using a variety of techniques such as use of global positioning equipment, or basic land navigation techniques using topographical map and compassPerform field collection procedures to identify contaminated soilPrepare an on-site holding area to temporarily stow MEC that has an acceptable risk of movementOperate modes of transportation for transporting UXOPerform limited technical supervision of UXOSPEscort personnel who are not directly involved in UXO related operations (e.g., personnel performing environmental monitoring)Inspect MPPEH for the presence of explosives safety hazardsSupervise and perform the on-site demilitarization of MEC and handling of demolition materialsPrepare an explosives storage plan per all applicable guidancePrepare required UXO munitions response actions and/or range maintenance administrative reportsPrepare standard operating procedures for on-site munitions responses and/or for range clearance activitiesAssist in the preparation of risk and hazards analysesConduct daily site safety briefingsSupervise the conduct of all on-site UXO related operationsPlan, coordinate, and supervise all explosives operationsSupervise multiple teamsAssist in development of munitions response plansJob RequirementsPrior military EOD or graduate of formal training course of instructionMust have a minimum of ten (10) years of prior military EOD and/or commercial UXO experienceMust have five (5) years' experience in supervisory positionsMust have significant experience in all aspects of munitions response actions or range clearance activities, as appropriate for the projectIf former military must have received a honorable dischargeMust be available to work outside the normal schedule when dictated by needs of the companyAbility to work in harsh working conditions, outdoors, and/or in extreme temperaturesBasic user level of computer systems related to Microsoft Office software (Word and Excel), databases, and documentation control systemsMust be capable of moving through rough terrain for extended periods of time (8 plus hours per day) Must be able to pass a detailed background investigation at a frequency as required by contractMust be able to pass an OSHA physicalMust have 40 Hour HAZWOPERMust have current 8 Hour annual HAZWOPER Refresher (if applicable)Must have valid U.S. driver's licenseMust have valid U.S passport that will not be expiring within 6 months. Must be able to meet the physical requirements dictated by project requirementsMust be able to work 10 hours a day/ 6 days per weekPer diem, overtime, and HAZ pay available.
