As a key subsidiary of SMC Infrastructure, you will join the Company that is responsible for the Operations and Maintenance (O&M) of the MRT7 project. The MRT7 Project is set to redefine the commute between Metro Manila and Bulacan by introducing a modern, high-efficiency rail network.

The MRT7 Project at a Glance
The MRT7 is a 22-kilometer rail and road system extending from North Avenue in Quezon City to San Jose del Monte, Bulacan. Designed to be a backbone of northern metropolitan transit, the project features 14 strategically placed stations, including Quezon North Avenue Joint Station, University Avenue, Batasan, and San Jose del Monte.
Once fully operational, the MRT7 is engineered to support a massive daily capacity of up to 650,000 passengers, offering a faster and more seamless travel experience for the commuting public.
About the Role
The rationale and purpose behind the existence of this position is to bridge the gap between current employee capabilities and future leadership needs by designing holistic competency frameworks, succession pipelines, and data-driven learning interventions. From the first 30 days of onboarding to purposeful offboarding, this position ensures that every stage of the employee lifecycle is aligned with the company’s Vision & Core Purpose (VCP), maximizing organizational performance and sustaining a culture of Malasakit.
Key Responsibilities:
- Collaborate with department heads to design and update the Organizational Competency Dictionary, ensuring role requirements evolve with industry standards.
- Facilitate talent reviews to identify High-Potential (HiPo) employees and maintain Replacement Charts and Talent Maps to mitigate leadership risks.
- Administer the annual appraisal cycle and calibration sessions to ensure objective, data-backed ratings across all business units.
- Partner with managers to create Individual Development Plans (IDPs) that bridge skill gaps through coaching, mentoring, and stretch assignments.
- Execute morale-boosting initiatives, service awards, and the Performance Improvement Program (PIP) to support struggling employees.
- Design the "People Roadmap" for organizational shifts, restructuring, and system rollouts to minimize resistance and accelerate proficiency.
- Establish data-driven triggers for when engagement or operational capacity falls below critical thresholds, synthesizing complex data into actionable executive reports.
- Translate competency gaps into functional training modules, curricula, and asynchronous e-learning paths (LMS/SuccessFactors).
- Utilize models like Kirkpatrick to conduct impact assessments, ensuring training translates into measurable operational performance (ROI).
- Manage the end-to-end operations of the physical or virtual Learning Hub, including vendor accreditation, contract management, and facility audit-readiness.
- Maintain a centralized database of learning histories and certifications to ensure 100% compliance with corporate governance and internal audits.
- Oversee the "Day 1" onboarding experience and facilitate team-integration workshops to accelerate social and role clarity.
- Lead VCP (Vision & Core Purpose) workshops and "Pocket Sessions" to reinforce organizational values and knowledge sharing.
- Manage GINHAWA sessions and psychosocial support services, providing science-based wellness and mental health resources.
- Conduct standardized exit interviews to capture actionable data for cultural improvement.
Qualifications:
- Bachelor’s Degree graduate of Behavioral Science / BS Psychology / Business Administration major in Human Resource Development Management, Social Sciences, Human Resources Organizational Management, or Industrial Engineering
- 5 years’ experience as an HR practitioner focusing on Organization Development, Talent Management, and Talent Optimization.
- Possesses intermediate to thorough knowledge and ability to navigate and utilize HR Information Systems (HRIS)
- Preferably with intermediate experience in functional uses of SAP, SuccessFactors, Microsoft Office applications, Office 365 applications, especially SharePoint and OneDrive.
