Job DescriptionThe Project Engineer (Education-in-Emergencies) provides technical leadership for all education infrastructure interventions under the Southern Mindanao Earthquake Response. The post holder ensures that Temporary Learning Spaces (TLS), Learning Continuity Spaces (LCS), school repair works, and other education infrastructure investments are safe, child-friendly, technically sound, inclusive, and delivered in accordance with national standards, humanitarian principles, and Save the Children's quality benchmarks. The role combines engineering oversight with humanitarian programming by translating technical standards into practical solutions that enable children to safely resume learning in disaster-affected communities. The Project Engineer is expected to balance engineering quality, operational feasibility, cost efficiency, environmental considerations, and community ownership throughout the project cycle. Working closely with DepEd engineers, contractors, local government units, communities, and humanitarian partners, the Project Engineer provides technical guidance from assessment through construction, quality assurance, turnover, and post-completion monitoring while proactively identifying risks, resolving technical issues, and ensuring accountability for infrastructure investments.
Requirements
Essential skills, knowledge or experience
- Experience in preparing BOQs, cost estimates, technical specifications, and construction monitoring reports.
- Knowledge of construction quality assurance, occupational health and safety standards, and infrastructure project management.
- Experience managing contractors, suppliers, and construction activities.
- Strong coordination, stakeholder engagement, and problem-solving skills.
- Proficiency in Microsoft Office applications and engineering design or estimation software.
- Willing to travel extensively and work in difficult field conditions, including deployment to remote and hard-to-reach areas, extended land and sea travel, and austere working and living environments during emergency response operations.
Desirable skills, knowledge or experience
- Knowledge of Build Back Better (BBB) and Build Back Safer (BBS) principles in post-disaster recovery and reconstruction.
- Experience with TLS, LCS, schools, shelters, or community infrastructure projects.
- Familiarity with DepEd school infrastructure standards.
- Experience in humanitarian response, disaster recovery, and reconstruction projects.
- Knowledge of accessibility and inclusive infrastructure design.
- Experience working with international NGOs, government agencies, and humanitarian partners.
- Working knowledge of Geographic Information Systems (GIS) and digital mapping applications for damage assessment, site planning, and project monitoring is an advantage.
Required education and qualifications (certifications, licenses, accreditations, etc.)
- Bachelor's Degree in Civil Engineering, Construction Engineering, Architecture, or related field.
- License Civil Engineer is preferred.
- At least three (3) years of experience in construction supervision, infrastructure projects, school facilities, shelter, or humanitarian construction projects.
