Providing strategic leadership, technical oversight, and overall management of the Inclusive Climate-Resilient Sanitation through Output-Based Aid with Blended Finance (OBA-BF) Facility. The position is responsible for leading the design, establishment, and operationalization of the blended finance vehicle, ensuring successful delivery of the Stage 2 Proof-of-Concept over a 24-month implementation period. The Head of Project will oversee financial structuring, partnership development, investor engagement, governance, impact management, and institutional coordination while ensuring compliance with donor requirements and national policies.

Key activities in your role will include

Outcome 1. Investment-Ready Blended Finance Facility Established

An investment-ready Inclusive Climate-Resilient Sanitation through Output-Based Aid with Blended Finance (OBA-BF) Facility is established with a robust legal, financial, governance, and operational framework aligned with the Department of Health's Output-Based Aid with Blended Finance policy, investor requirements, and international Environmental, Social and Governance (ESG) standards.

• Finalize the blended finance capital structure, financial model, legal documentation, and governance arrangements for the facility.
• Develop operational manuals, fiduciary systems, investment policies, environmental and social safeguards, and risk management frameworks.
• Establish the facility management structure and strengthen institutional capacities for fund administration and governance.

Outcome 2. Climate-Resilient and Gender-Responsive Sanitation Investment Pipeline Developed

A pipeline of climate-resilient and gender-responsive sanitation investments is developed through strategic partnerships with government agencies, financial institutions, cooperatives, women's organizations, community savings groups, and sanitation enterprises.

• Identify, assess, and prepare investment-ready sanitation projects and women-led household financing portfolios across target municipalities in Siargao.
• Strengthen partnerships with the Department of Health, local government units, First Community Cooperative (FICCO), financial institutions, and private sector partners to support pipeline development.
• Pilot climate-resilient sanitation financing mechanisms, community savings approaches, and technical assistance for eligible households and local partners.

Outcome 3. Blended Finance Facility Positioned for Financial Close and Scale-Up

The blended finance facility achieves investor readiness through strengthened fundraising, climate and gender impact systems, and strategic engagement with catalytic and commercial investors, providing a clear pathway toward financial close and long-term sustainability.

• Develop the investment memorandum, fundraising strategy, and investor engagement package while conducting targeted outreach to domestic and international investors.
• Finalize climate adaptation, gender equality, Environmental, Social and Governance (ESG), and impact measurement frameworks, including monitoring and reporting systems.
• Document lessons learned, undertake knowledge-sharing and policy engagement, and prepare a scale-up and replication strategy for expansion across the Philippines and the Indo-Pacific region.

Do you meet the profile required criteria?

• Master's degree in Finance, Economics, Development Finance, Business Administration, Public Policy, Engineering, Development Studies, or a related field.
• At least 10 years of progressively responsible experience managing complex donor-funded programmes, with at least 5 years in blended finance, impact investing, infrastructure finance, climate finance, or public-private partnerships.
• Demonstrated experience in financial structuring, investment readiness, capital mobilization, and partnership development.
• Experience working with government agencies, financial institutions, development partners, and private investors.
• Strong knowledge of WASH, climate resilience, ESG, gender equality, and sustainable development financing is highly desirable.
• Experience managing multidisciplinary teams and consortium projects.
• Excellent negotiation, stakeholder engagement, and communication skills.
• Proven ability to manage large budgets and complex governance arrangements.
