Procurement Technical Specialist

Job Summary

We are looking for a Procurement Technical Specialist to support the sourcing and procurement of construction and engineering requirements. The role combines technical procurement, cost analysis, quantity surveying, vendor negotiation, and contract management, working closely with end users and cross-functional teams to ensure timely and cost-effective procurement.

Duties & Responsibilities

• Review procurement plans and initiate sourcing activities to ensure timely fulfillment of project and business requirements.
• Prepare and review RFPs and bidding documents based on technical and commercial requirements.
• Source qualified suppliers/contractors and obtain, evaluate, and negotiate proposals.
• Conduct technical and commercial bid evaluation, including cost analysis and market benchmarking.
• Perform quantity surveying and cost estimation to validate the reasonableness of supplier/contractor pricing.
• Negotiate competitive pricing, payment terms, and other commercial and contractual conditions.
• Facilitate pre-bid meetings, site inspections, and pre-kick-off/kick-off meetings as required.
• Prepare Purchase Orders, Letters of Award, and other procurement documents for approval.
• Prepare and finalize contracts using established templates, including FIDIC and NEC.
• Monitor and evaluate supplier/contractor performance.
• Maintain procurement records, vendor files, and PR/PO status.
• Provide support for SAP/ERP, Purchase Requisition (PR), and Purchase Order (PO) concerns.
• Support the development and continuous improvement of procurement processes, systems, and procedures.
• Prepare procurement, SCM, management, and other required reports.
• Coordinate with end users and other departments to ensure smooth and timely procurement activities.

Qualifications

• Bachelor’s degree in Civil Engineering or a closely related field.
• Licensed Civil Engineer is preferred.
• At least 3 years of experience in Procurement, Supply Chain Management, or related functions.
• Experience in purchasing, sourcing, expediting, quantity surveying, and/or cost estimation.
• Working knowledge of FIDIC and NEC contracts and procurement/sourcing practices.
• Experience with SAP or other ERP systems; strong proficiency in Microsoft Excel.
• Strong analytical and quantitative skills, with the ability to evaluate costs and commercial proposals.
• Strong negotiation, decision-making, problem-solving, and stakeholder management skills.
• Excellent written and verbal communication and presentation skills.
• Highly organized, detail-oriented, proactive, and able to manage multiple priorities and deadlines.
• Strong business acumen, professional ethics, and ability to work effectively with stakeholders at all levels.
