Works Train Shunter

Mission

The Works Train Shunter supports the safe and efficient operation of Works Trains during the construction phase of MMSP CP106. The role includes shunting, marshalling, coupling and uncoupling vehicles, and directing propelling movements in accordance with the approved railway rules and movement arrangements.

The Shunter works closely with the Works Train Manager, Rail Movement Controller (RMC), Drivers, Worksite Safety Supervisors (WSS) and other operational personnel. The role is safety-critical but does not carry authority to issue train movements. Vehicle operation remains the responsibility of the Driver, while movement authority remains under the control of the RMC or a formally delegated WSS.

Main Responsibilities

• Carry out shunting, marshalling, coupling, uncoupling and vehicle-securing duties within the limits of personal competence and authorisation.
• Direct propelling and other restricted-visibility movements using approved communication and signalling methods.
• Support pre-movement checks by confirming that couplings, connections, vehicle formations and loads relevant to the Shunter’s duties are secure.
• Confirm that the intended movement path is clear and coordinate with the Driver, RMC and WSS where movements affect a worksite.
• Confirm that points have been correctly set and secured by the appointed Points Operator before a movement proceeds.
• Stop or prevent a movement and report any unclear instruction, defect, obstruction, loss of communication or other unsafe condition.
• Assist with loading, unloading, stabling and recovery activities where required and authorised.
• Complete relevant checks, records and shift handovers, and promptly report incidents, near misses and defects.
• Comply with the CCRRB, Works Train Procedure, approved operational plans, site safety requirements and instructions issued by the controlling authority.

Profile

• Recognised Shunter competence and formal authorisation to undertake the role on CP106, or completion of the approved project training and assessment before carrying out unsupervised duties.
• Required project induction, Personal Track Safety competence, medical fitness and route or location knowledge.
• Practical experience in construction railway, engineering train, depot or freight shunting operations.
• Good understanding of train movements, coupling and uncoupling, vehicle securing, worksite interfaces and safety-critical communications.
• Ability to communicate clearly in English, follow operational instructions and maintain accurate records.
• Willingness to work shifts and undertake duties in depots, tunnels, stations and other construction railway areas.
