Minimum Qualification Standards:
Education : Master's Degree or Certificate in Leadership and Management from CSC
Training: Forty (40) hours of supervisory/management learning and development intervention
Experience : Four (4) years of supervisory/management experience
Eligibility:Career Service (Professional)/ Second Level Eligibility
Preferred Qualifications:
Education : Preferably a Certified Public Accountant (CPA) lawyer
Training: 8 hours of relevant training in any of the following: financial management, auditing, risk management, budgeting, financial planning and reporting
Experience : 5 years of relevant experience in government financial management (government accounting, finance or treasury operations) and public administration
JOB DESCRIPTION:
Provides leadership to capitalize on the full potential of this critical resource. Stimulates, motivates, guides and supports all personnel to contribute fully to the realization of the strategic goals and objectives. Encourages the involvement of employees in all department's undertaking;
Reviews and recommends effective organizational structure realignment which reflects operational needs and planned objectives;
Align work outputs and processes to the division directions and priorities and ensure conformance to internal and external policies that are applicable to the division;
Foster the development of personnel and a system of measurement of employee performance, either on individual basis or as self-directed work teams, all being carried out in a manner that supports across all divisions in the accomplishment of the department's strategic and operational objectives;
Evaluate the proposal for adoption of new technologies and tools to improve and update division processes;
Monitor the implementation of various programs, policies and guidelines and recommend solutions to address implementation problems;
Resolve staff concerns and raises issues to the Assistant Regional Director for Administration when beyond authority;
Provide inputs to the ARDA in rating the performance of subordinates, identifies performance gaps and proposes staff development needs;
Updates the ARDA on the status of division tasks regularly;
In the absence of the ARDA, represents him/her in all meetings and other official gatherings, assumes his/her supervisory functions; and
Performs other related tasks.
