Overview
The Head of Regulatory Management will lead Meralco PowerGen’s regulatory strategy, legal compliance, and engagement with government agencies, industry associations, and key stakeholders. This role is suited for a lawyer with deep knowledge of energy laws and a strong understanding of the regulatory landscape governing the Philippine power and energy industry. The position ensures advanced through proactive policy engagement, strategic compliance, and legal advocacy, supporting conventional and renewable energy growth.
Responsibilities
- Lead the review, interpretation, and application of energy-related laws and regulations (e.g., EPIRA, Renewable Energy Act, DOE Circulars, ERC Resolutions, Grid & Market Rules).
- Represent MGEN in regulatory hearings, public consultations, and stakeholder dialogues with DOE, ERC, DENR, NGCP, BOI, and other regulatory bodies.
- Develop and implement regulatory strategies that align with business objectives and the evolving energy landscape.
- Coordinate closely with internal departments (Legal, Finance, Development, Commercial) to advise on regulatory risks, approvals, incentives, and project development timelines.
- Supervise the preparation and submission of position papers, regulatory filings, permits, and compliance reports.
- Monitor and analyze regulatory developments, issue alerts, and propose advocacy positions or legal responses.
- Manage MGen’s relationship with industry associations, legislative bodies, and multi-sector forums to promote favorable policy outcomes.
- Ensure full regulatory and legal compliance across all existing and planned generation assets, including support for business units during BIR, SEC, or ERC assessments.
- Guide internal teams on energy project permitting, BOI incentive applications, and compliance with environmental regulations (e.g., ECCs).
Qualifications
Licensed lawyer with a Bachelor of Laws or Juris Doctor degree from a recognized institution.Minimum 8–10 years of legal and regulatory experience in the energy, utilities, or infrastructure sector.In-depth understanding of the Philippine energy regulatory framework—including EPIRA, DOE / ERC issuances, Grid Code, WESM, and Renewable Energy laws.Strong advocacy, negotiation, and legal writing skills; capable of representing the company at high-level government or regulatory forums.Proven ability to lead cross-functional teams and work collaboratively with technical, financial, and commercial groups.Experience working with or within government agencies, private power developers, or large law firms handling regulatory energy law is a plus.Seniority level
