Enterprise Architect
Background : The United Nations Development Programme (UNDP) in the Philippines has established the Pintig Lab as its in‑house analytics unit to support the government and key stakeholders in harnessing digitalisation for public services and inclusive socioeconomic development. The Lab focuses on data‑driven policy making, strengthening capacity of partners, and building a robust data ecosystem for the Sustainable Development Goals (SDGs).
Job Description
The Enterprise Architect will provide expert advice to internal and external partners on designing digital solutions across various development domains. Responsibilities include guiding stakeholders on business needs, defining digitalisation goals, setting requirements, reviewing contractor deliverables, and advising on the broader digital strategy of UNDP.
Responsibilities
- Lead the process of determining business needs and identify areas for digital solutions.
- Design and co‑lead consultations, discovery workshops, and other meetings to assess needs, define digitalisation objectives, and map requirements.
- Assess partner readiness for digitalisation, including technical capacity and willingness to reform manual processes.
- Co‑develop Digital Solutions Roadmaps, including assessment of current state, potential benefits and risks, and capacity building needs.
- Translate digitalisation goals into requirement specifications and contracting strategy.
- Conduct market research and scope available technologies, focusing on digital public goods suited to specific projects.
- Craft technical specifications, terms of reference, and other procurement documents.
- Support procurement of firms, consultants, and contractors, serving as expert technical resource to evaluation panels.
- Review and ensure technical and substantive quality of contractor deliverables at key stages of development.
- Assist partners and contractors in user acceptance testing and quality assurance activities, and guide improvements.
- Assist in the smooth handover of digital solutions, including capacity‑building activities.
- Provide strategic advice and support to strengthen UNDP’s digital services offer.
- Assist the Digitalisation and Data Analytics Specialist and UNDP IAT in portfolio management, donor engagement, and proposal development.
- Collaborate on enterprise architecture efforts to strengthen the SDG data ecosystem and manage data repositories.

Advanced university degree (master’s or equivalent) in information management, statistics, computer science, information technology, sustainable development, economics, data science, social sciences, or related fields. ORBachelor’s degree in the above fields plus nine (9) years of qualifying experience.Required Skills
Experience in enterprise and solutions architecture, digital project management, software product development, and senior‑level ICT roles.Knowledge of TOGAF or a comparable enterprise architecture framework.Training in agile and other project management methodologies.Experience in public sector, private sector, and international development contexts.Desired Skills
Experience with UN or international development organizations.Human‑centered design, service design, system design, or related design‑thinking approaches.Experience with Digital Public Goods and open‑source software.Knowledge of data and digital rights, including data privacy and inclusion of marginalized groups.Languages
Fluency in English and Filipino (spoken and written).Professional Certificates
