Job Summary :
The Materials Engineer is responsible for ensuring that all construction materials used in the project conform to the specified standards, project requirements, and regulatory codes. This includes supervising material testing, evaluating quality and durability, and preparing documentation for compliance with the Department of Public Works and Highways (DPWH) and other relevant agencies. The Materials Engineer plays a key role in maintaining the integrity and safety of construction works through proper materials evaluation and control.
Key Responsibilities :
- Ensure that all construction materials comply with project specifications, plans, and applicable DPWH, ASTM, and AASHTO standards.
- Supervise or coordinate laboratory and field testing of materials such as concrete, asphalt, aggregates, steel, and soil.
- Evaluate supplier-provided materials and conduct inspection of material deliveries to ensure quality and conformity to standards.
- Prepare and maintain material test reports, certifications, and submittals required for DPWH compliance or other client / agency approvals.
- Collaborate with QA / QC personnel and site engineers to address material-related issues or non-conformities.
- Conduct site visits and monitoring to ensure proper material usage, storage, handling, and curing as per technical guidelines.
- Assist in the preparation and review of mix designs (e.g., concrete mix, asphalt mix) and conduct trial mixes when needed.
- Ensure all material testing is performed by DPWH-accredited testing laboratories or in-house labs with valid accreditation.
- Maintain a Materials Quality Control Program as required for government-funded or private infrastructure projects.
- Participate in pre-construction and progress meetings related to materials procurement and testing.
- Submit regular reports on material quality status, including potential risks or concerns.
Qualifications :
Bachelor’s Degree in Civil Engineering or related field.Licensed Civil Engineer (required).Must be accredited as a Materials Engineer I or II by the DPWH – Bureau of Research and Standards (BRS).At least 2–5 years of relevant experience in construction materials testing, evaluation, or quality control.Strong knowledge of DPWH specifications, ASTM / AASHTO standards, and applicable local construction materials regulations.Experience with vertical and / or horizontal infrastructure projects (e.g., buildings, roads, bridges, site development).Proficiency in technical reporting, documentation, and interpreting material test results.Certifications Required :
DPWH Accreditation as Materials Engineer I or II, in accordance with Department Order No. 11, s. 2019 or latest applicable issuance.Training or certification in Quality Assurance and Materials Testing (preferred).COSH (Construction Occupational Safety and Health) certificate from DOLE-accredited training provider (preferred).
