JOB OVERVIEW The Camp Manager (HR / Admin) is responsible for overseeing the daily operations of the project site camp, ensuring smooth implementation of HR and administrative services that support workforce welfare, compliance, and productivity.
This role covers personnel administration, camp logistics, accommodations, food services, recordkeeping, and employee engagement activities in alignment with site policies, health and safety standards, and project schedules. The Camp Manager works closely with site management, subcontractors, and HR teams to support a large and diverse workforce in a remote and fast-paced construction environment. THE ROLE Oversee day-to-day camp operations including staff housing, catering, laundry, sanitation, waste disposal, and facility maintenance. Manage all onsite HR administration functions, including timekeeping, headcount reporting, personnel files, and compliance with labor standards. Ensure proper onboarding, orientation, and documentation of new hires at the project site. Coordinate closely with contractors and project leadership for worker deployment, rotations, and manpower planning. Handle grievance management, conflict resolution, and employee relations at the site level. Ensure strict implementation of camp rules, code of conduct, and disciplinary policies. Monitor and maintain records of camp occupancy, utilities consumption, and service quality. Coordinate delivery of essential camp services (water, power, internet, supplies) and liaise with vendors for any service interruptions. Conduct regular inspections to ensure cleanliness, health, and safety standards are met in all camp areas. Support emergency preparedness and health protocols, including isolation facilities and medical response coordination. Assist the HR and Admin Head with internal audits, reports, and compliance with company and government requirements. THE INDIVIDUAL Bachelor’s Degree in Human Resources, Business Administration, Industrial Psychology, or related field. At least 20 years of experience in a camp or project site setting managing third-party service providers (catering, laundry, maintenance). Ability to work under pressure in high-volume, multicultural environments.
Prior experience working in remote site-based construction camps or industrial project sites. Strong interpersonal, leadership, and problem-solving skills. Familiarity with Philippine labor laws and construction industry practices. Proficient in MS Office and HR systems (e.g., biometric timekeeping, HRIS, etc.).
